ABOUT RGVWAC
The Rio Grande Valley Waterways Advisory Committee (RGVWAC) is a "Harbor Safety Committee" (HSC) as discussed in the U. S. Department of Transportation's September 1999 Report to Congress, "An Assessment of the U. S. Marine Transportation System," Navigation and Vessel Inspection Circular No. 1-00 (NVIC 1-00), Guidance for the Establishment and Development of Harbor Safety Committees under the Marine Transportation System (MTS) Initiative, and NVIC 01-25, Guidance for the Improvement and Enhancement of Cooperative Relationships through Local Harbor Safety Committees. RGVWAC responsibilities include recommending actions to improve the safety, efficiency, security, mobility, and environmental protection of the ports and waterways in the Port of Brownsville, Port Isabel, and Port of Harlingen regions.
