Dr. Shannon Lane

Dr. Shannon M. Lane is the Program Manager II for Research at the Institute for Homeland Security (IHS) at Sam Houston State University. Her work centers on applied research and program development related to critical infrastructure protection, organizational resilience, and the human dimensions of safety and security, including workforce preparedness in hazardous operational environments.
With a vast background in program evaluation, Dr. Lane specializes in assessing how safety, security, and training initiatives function in practice—examining not only outcomes, but how organizational structures, leadership, and culture influence effectiveness. Trained as a sociologist, she brings a multidisciplinary perspective to how organizations assess risk, establish safety and security norms, and coordinate collective action under conditions of uncertainty.
In addition to her research role, Dr. Lane is a Hazardous Materials (Hazmat) educator, designing and delivering training that supports awareness, compliance, and decision-making across regulated environments. At IHS, she supports initiatives focused on the formation and performance of cross-sector safety and security groups, applied evaluation of preparedness and training programs, and the cultural and behavioral factors that shape compliance, coordination, and resilience in complex systems.
