John Suarez

Project Manager II - Healthcare and Public Health Sector

John Suarez serves as Project Manager II for the Healthcare and Public Health Sector at the Institute for Homeland Security, where he leads programs designed to strengthen security, operational resilience, and continuity across the healthcare system. He directs the Partnership for Healthcare and Emergency Management, coordinating collaboration between public and private organizations to advance applied research, develop education and training initiatives, and translate interdisciplinary insights into practical solutions that support preparedness and clinical reliability throughout the sector.


Suarez holds dual Bachelor of Arts and Science degrees in Christian Ministries and Marketing, an MBA, and a Master of Science in Information Systems with a concentration in data management, machine learning, and artificial intelligence. He maintains several professional certifications, including the Project Management Professional (PMP) and Certified Federal Contract Manager, and is credentialed in Risk Management for Complex Government Contracts and Projects. He also serves as a Texas Department of Public Safety Infrastructure Liaison Officer, supporting coordination between critical infrastructure partners.


With a professional background spanning corporate, government, academic, and entrepreneurial environments, Suarez has led complex portfolios and multimillion‑dollar initiatives across CONUS and OCONUS operations within multinational corporations and major government contractors. Prior to joining SHSU, he served as a Director at San Jacinto College, overseeing workforce programs and industry partnerships. At IHS, his work centers on applied research, sector-wide training development, collaborative partnerships, and the cultivation of a national network dedicated to improving protection, resilience, and operational continuity within healthcare and public health systems.
