Reyna Loosmore

Project Manager II - Water and Wastewater Systems Sector

Reyna Loosmore serves as Project Manager II for the Water/Wastewater Critical Infrastructure Sector at the Institute for Homeland Security. In this role, she leads projects designed to strengthen the security, resilience, and business continuity of the water/wastewater sector. Ms. Loosmore directs the Water/Wastewater Critical Infrastructure Exchange, which aims to identify gaps and solutions, promote collaboration between stakeholders and share knowledge to support and ensure a secure sector for the future.


Ms. Loosmore holds a Bachelor of Science in Geology from Sam Houston State University and a Master of Science in Environmental Management from the University of Houston Clear Lake. Prior to joining IHS, Ms. Loosmore served for approximately 10 years in the public sector, serving as an Environmental Investigator for the Texas Commission on Environmental Quality (TCEQ). During her time with TCEQ, she served as an Industrial and Hazardous Waste Investigator and later as an Environmental Crimes Investigator.  Ms. Loosmore later transitioned from the public sector to academia, serving as the Biosafety and Chemical Manager for the Environmental Health and Safety Department at Sam Houston State University. Additionally, Ms. Loosmore worked in the private sector as an Environmental Scientist, obtaining experience in solid waste management operations, specifically landfills and transfer stations.


Currently, the sector is focusing on workforce and water supply research, in person training efforts as well as course development for continuing education.
