Shelby Payne

Coordinator III

Shelby Payne is the coordinator for in-person and virtual trainings at the Institute for Homeland Security. She holds a bachelor's degree in business administration from Cedarville University, with minors in Biblical Studies and Spanish, and recently earned her MBA from Sam Houston State University.


Shelby is dedicated to ensuring every participant enjoys a seamless learning experience. In her role, she collaborates with IHS personnel, university administration, and private industry partners on a variety of projects that support the institute's educational mission. She oversees a team of student workers, providing mentorship and guidance as they contribute to the institute's operations. Additionally, Shelby is responsible for managing and maintaining the IHS website, ensuring that information is current, accessible, and effectively serves the needs of students, partners, and the broader homeland security community.


Her diverse educational background and commitment to operational excellence enable her to navigate complex logistical challenges while maintaining a focus on quality and participant satisfaction. Whether coordinating training schedules, updating digital resources, or leading her student team, Shelby brings a collaborative spirit and attention to detail that strengthens the institute's ability to deliver high-impact educational programs.
